NOTICE OF RACE

The notation “[DP]” in a rule in the NoR means that the penalty for a breach of that rule may, at the discretion of the
protest committee, be less than disqualification.
1. RULES
1.1. The regatta will be governed by the rules as defined in The Racing Rules of Sailing.
1.2. The following documents shall apply:
1.2.1. US Sailing Regulation 10. An alleged breach of US Sailing Regulation 10 shall not be grounds
for protest by another boat; this changes rules 60.1(a). However, when a protest committee
believes that a competitor may have breached Regulation 10.03, it shall follow the process
as described in the Championships’ Code of Conduct.
1.2.2. The US Sailing Championship Support Vessel Policy: This will be a Grade 2 Coaching event.
US Sailing Coaches will be provided and no private or team coaching is permitted.
1.3. This Championship is not being conducted as a sanctioned or class association event. Only rules
described in the Boat Handling Attachment (Attachment A of NOR) shall apply.
1.4. RRS 40 is changed so that each competitor shall wear a USCG approved life jacket, in good
condition, that is 100% dependent on foam for flotation and the appropriate size for the sailor, at all
times while on the water except for brief periods while adding, removing or adjusting clothing. (US

1.5. RRS 60.1(a) is changed to add: 60.1 (d) a boat may not protest another boat for an alleged breach of
any class rule other than class equipment measurement rules.
1.6. RRS 77 is changed so that a boat is not required to display national letters.
1.7. When Borrowed Boats are provided for the competitors in a series, the Breakdown Procedure of
Appendix D5 shall be utilized. Appendix D5.2 is changed to substitute a yellow flag for signaling a
breakdown on the boat.
2. ADVERTISING
2.1. Competitors may be required to display advertising chosen and supplied by the Organizing
Authority as outlined in World Sailing Regulation 20. [DP]3. CLASS
3.1. J22s will be provided and will be sailing in a “round robin” format. The format and rotation scheme
will be posted in the Sailing Instructions and the rotation schedule will be posted prior to the
competitor’s briefing for each day of racing.
3.2. Teams shall not in any way adjust standing rigging of any boat during the event, except with the
prior consent of the Technical Committee. Teams understand that each boat is rigged within the
specifications of the class and specific sail adjustments may vary from boat to boat.
3.3. The only gear, rigging, or equipment that a competitor may take aboard a boat is: a refillable water
bottle, class-legal compass, flags, plastic bucket or bailer, normally equipped ditty- bag, personal
effects, PFDs and protective clothing. [DP]
3.4. GPS devices of all varieties, styles and combinations and VHF radios are specifically banned. [DP]
4. ELIGIBILITY
4.1. Competitors must have reached their 13th birthday but not their 19th birthday during the calendar
year in which the event is held.
4.2. Competitors must be individual or family members, all in good standing, of US Sailing at the time of
qualification, registration and the event and not otherwise ineligible to compete under the laws,
regulations. Policies and rules of the USOPC or its affiliated organizations.
4.3. All competitors must be a member of a Local Sailing Organization (LSO) that is a member of US
Sailing. An LSO is defined to include a yacht club, sailing club, community sailing program or other
sailing organization.
4.4. Crew member(s) must be members of an LSO which is a member of US Sailing within the same US
Sailing Area as the helm.
4.5. The Skipper and all the members of the crew shall reside in or regularly compete in the same US
Sailing Area where the club is geographically located.
5. QUALIFICATION
5.1. Each area, as defined by US Sailing, may qualify two (2) team for this National Championship
5.2. The team must remain the same throughout the series of qualifying events within and through the
Area Qualifying event and including the National Championship. Crew changes shall meet the
requirements of the Conditions for the US Junior Championship. See 1.2 for a link to this document.
5.3. For the 2024 National Championship, teams must have four crew members (including the skipper).
6. REGISTRATION, ENTRY AND CHARTERS
6.1. Qualified teams may enter the event by completing the registration, including payment in full,
available on the Event Website:
6.2. Registrations shall be submitted online within seven days of qualification. Failure to register within
the deadline may lead to the berth being offered to the next eligible boat.
6.3. The Entry Fee is $1000 per team, which includes J22 Charter Fee, coaching, some meals and
entertainment.6.4. An additional $1000 damage deposit will be held by the host organization, for cases of boat
damage. Damage deposit may be provided on arrival via a valid credit card for which San Diego
Yacht Club may charge a reserve fee of up to $1,000.
6.5. A completed entry is defined as all forms having been completed online and all appropriate entry
forms and fees having been received by the host club by July 29, 2024
6.6. All crew members, or their legal parent or guardian, shall individually complete the SDYC Junior
Program Waiver that will be emailed to competitors upon registration through the Clubspot.
6.8. Regatta grants are available for this event through the Glenn Lattimore regatta grants. Applications

7. CREW CHANGES
7.1. Once a team is registered, the substitution of team members is prohibited except for specific
circumstances described in the US Sailing Championship Conditions.
8. HOUSING
8.1. There will be no regatta provided housing for this event. Please see the event website for local
housing options.
9. TRANSPORTATION
9.1. Local transportation to and from the event is the competitor’s responsibility; no transportation will
be provided by the OA.
10. PRELIMINARY SCHEDULE (subject to change)
10.1. Early or late arrivals and/or departures are not permitted. Permission for any exceptions must be
requested to the National Event Chair, Steven Hochart (stevehochart@gmail.com) at least two
weeks in advance and will only be granted in extenuating circumstances.
10.2. Mandatory Participation Required:
10.2.1. A mandatory clinic will be held preceding the championship. The purpose of the clinic will be
to familiarize the competitors with the local conditions and probable race course. The clinic
is intended to include a practice race. Coaches for the clinic will be provided by US Sailing.
10.2.2. Attendance at the Awards Ceremony is mandatory for all competitors. Regatta casual attire is
requested. Competitors may depart the event after the Awards with a parent or guardian. [DP]

11. RISK, DISCLAIMER OF LIABILITY & PERSONAL CONDUCT
11.1. Competitors participate in the regatta at their own risk. See Racing Rules of Sailing rule 3.
11.2. (Decision to Race). Neither the OA nor host club will accept any liability for material damage or
personal injury or death sustained in conjunction with or prior to, during or after the regatta.
11.3. Competitors will accept full responsibility for all of their actions during any activity related to the
event. This includes on-shore activities before, during and after the regatta until such time as they
leave the venue.
11.4. All competitors are expected to maintain the highest levels of conduct throughout the entire event
until such time as they leave the venue. Enforcement of the discipline and conduct shall be
conducted as per the Racing Rules of Sailing (rule 69.1), The Championships Code of Conduct
and/or the policies and procedures of US Sailing (Regulation 15.01).
12. SAILING INSTRUCTIONS
12.1. Sailing Instructions will be posted online at the Event Website prior to onsite check in.
13. VENUE
13.1. The intended race area is the San Diego City Front. Detailed course locations will be provided in the
Sailing Instructions.
14. SCORING
14.1. Scoring and boat rotation information will be provided in the Sailing Instructions.
15. SPECTATORS
15.1. Spectator boats may be provided by the host-club on a limited basis. Additional opportunities for
spectators may be available onshore. Details will be provided to invited sailors.
16. COACHING [DP]
16.1. This is a Grade 2 Event as defined in the US Sailing Championship Coaching and Support Boat Policy.
16.2. US Sailing coaches will be supplied and no private/team coaching is permitted. Private instructors,
coaches and other support personnel including family members shall not go afloat in the defined
racing area at any time during the clinic or racing days, except with written permission of the
Organizing Authority.
16.3. Competitors shall not receive advice, instruction, or any type of assistance related to the
competition outside of that provided by US Sailing. Outside contact with competitors, including
electronic communication, for the purposes of offering a racing advantage is prohibited for the
duration of the event; commencing with the competitor’s arrival at the host club until dismissal by
the US Sailing Coach on clinic days, or released by the Protest Committee on racing days.16.4. The coaches provided by US Sailing will offer on-the-water instruction and group
commentary/advice on land following each racing day. This coaching will be given to all competitors
on an as equal basis as possible.
17. PROHIBITED SUBSTANCES-US SAILING REGULATION 10.03 B AND 10.03 C, STATE:
B. For Junior and Youth events or for junior or youth competitors in any US Sailing championship, no
participant or competitor shall use or possess, either on or off the water: marijuana or any other substance if
possession is illegal under state or federal law; or 2. any alcoholic beverages.
C. An alleged breach of one of these regulations shall not be grounds for a protest; this changes rules 60.1(a),
60.2(a) and 60.3(a). However, when the protest committee believes that a competitor may have breached one of
these regulations, it shall follow the process described in the Championships Code of Conduct. If a competitor is
found to have breached one of the elements within the Code of Conduct, they shall be excluded from the
remaining races of the series and, where practicable, removed from the regatta venue and sent home. The
competitor’s boat shall be disqualified from all races of the series.
18. PRIZES
18.1. US Sailing Championship medals will be awarded to competitors who finish first through third.
18.2. The following trophies will be presented:
18.2.1. The Sears Cup is the perpetual trophy presented to the winning team.
18.2.2. The Judges Trophy will be awarded to the second-place team.
18.2.3. The Cox Sportsmanship Award will be awarded to the sportsmanship award winners.
18.2.4. The Seamanship Trophy will be awarded to the team that receives the greatest number of
points for neatness and general shipshape condition of their boats.

BOAT HANDLING ATTACHMENT
1. GENERAL
While all reasonable steps are taken to equalize the boats, variations will not be grounds for redress. This
changes RRS 62.
2. PROHIBITED ITEMS and ACTIONS
Except in an emergency or in order to prevent damage or injury, or when directed by the OA, otherwise, the
following are prohibited:
2.1. Any additions, omissions or alterations to the equipment supplied.
2.2. The use of any equipment for a purpose other than that intended or specifically permitted.
2.3. The replacement of any equipment without the sanction of the R/C.
2.4. Sailing the boat in a manner that it is reasonable to predict that significant further damage would result.
2.5. Moving equipment from its normal stowage position except when being used.
2.6. Hauling out a boat or cleaning surfaces below the waterline.
2.7. Attaching lines to the fabric of spinnakers.
2.8. Perforating sails, even to attach tell tales.
2.9. Adjusting or altering the tension of standing rigging, excluding the backstay.
2.10. Using a winch to adjust any halyard, the mainsheet, backstay, or vang.
2.11. The use of electronic instruments other than watches.
2.12. Using the spinnaker pole to wing out the foresail.
2.13. Attaching the end of the spinnaker pole to the shrouds for stowage.
2.14. Marking directly on the hull or deck with permanent ink.
2.15. After the starting signal and while sailing close hauled for more than a few seconds, the main boom position
shall be controlled only by using the mainsheet as it exits the block on the cockpit floor, the traveler, or
vang.
2.16. The use of the shrouds (including any inner shrouds) above the lower bottle screw (turnbuckle) to facilitate
tacking or gybing, or to aid the projection of a crew member out board is prohibited.
2.17. Omitting any headsail car or turning block before sheeting to a winch.
2.18. Reducing the purchase of the jib sheets to less than 2:1 before being led around a winch.
2.19. Reducing the purchase of the mainsheet or omitting blocks or sheaves to less than 3:1.BOAT HANDLING ATTACHMENT (continued)
3. PERMITTED ITEMS and ACTIONS
The following are permitted:
3.1. Taking on board the following equipment:
(a) basic hand tools
(b) adhesive tape
(c) line (elastic or otherwise of 4 mm diameter or less)
(d) non-permanent marking pens
(e) tell-tale material
(f) watch, timers and hand-held compass
(g) shackles and clevis pins
(h) velcro tape
3.2. Using the items in 3.1 to:
(a) prevent fouling of lines, sails, and sheets
(b) attach tell tales
(c) prevent sails being damaged or falling overboard
(d) mark control settings
(e) make minor repairs and permitted adjustments
3.3. Fixing a spinnaker sheet catcher at the bow, providing that it does not extend the length of the boat more
than 100 mm and does not require any repair after removal.
4. MANDATORY ITEMS and ACTIONS
The following are mandatory.
4.1. Damage shall be reported to the regatta chair during each rotation. In the event damage cannot be
attributed to a particular team, the repair costs will be divided evenly amongst all the competing teams at
the end of each sailing day:
(a) rolling, bagging and placement of the sails as directed
(b) leaving the boat in the same state of cleanliness as when first boarded that day
(c) releasing backstay tension
4.2. At the end of the final day for a particular boat, cleaning the boat (cabin and decks), removing all trash and
removing all tape and marks.
4.3. Any request to alter, in any way, the equipment on a boat shall be in writing and worded to permit a yes/no
answer.
4.4. Contact between racing boats shall be reported to the race committee or regatta chair immediately upon
completion of the race, even if the boat(s) exonerated themselves and/or no protest is filed.
4.5. Contact with any non-affiliated vessel shall be reported to the regatta chair immediately.
