Minutes


1. Pres. Dave Rosekrans called the meeting to order at 8 p.m. E.S.T. Members present were Janet Baxter, Jim Capron, Ruth Creighton, Don Durant, Bruce Eissner, Louise Gleason, Fred Hagedorn, Dick Hanneman, Tom Hubbell, Stephen Jeffries, Bill Munster, Joni Palmer, Dave Rosekrans and Bill Ross. Susan Epstein and Dean Brenner were present as the Board guests. Also present were Exec. Dir. Nick Craw, Hortensia Hacker, Dave Irish and Dick Rose. Absent: Jim Muldoon.

2. The ExCom minutes of Jan. 21 were approved as revised.

3.President Rosekrans introduced Dick Rose and Dave Irish, who led a discussion on Appendix P-Definitions for Competitor Classification. After considerable discussion, the following action was moved, seconded and carried, with Treasurer Stephen Jeffries abstaining.

“Effective February 19,2003 Appendix P is deleted and replaced with:
“Appendix P – Definitions for Competitor Classification

This appendix is a US SAILING prescription.

US SAILING prescribes that the ISAF Sailor’s Classification Code applies

(a) when a class rule states this appendix (or former Appendix R -- Definitions for Competitor Eligibility) applies, or

(b) when the notice of race or the sailing instructions states that this appendix applies.

However, until December 31, 2003, unexpired US SAILING competitor classification determinations remain valid for competitors who have not obtained ISAF classifications.

Note: The ISAF Sailor's Classification Code is ISAF Regulation 22. It may be downloaded from the ISAF website (www.sailing.org). Competitors may apply for classification electronically on that site. US SAILING no longer issues or reviews competitor classification determinations.

Rule 64.4, Decisions on Protests Involving Appendix P is deleted.”

4. President Rosekrans announced that Dave Irish, Dick Rose, Bruce Eissner, and Janet Baxter will work with Jack Gebhardt to prepare a press release regarding the action taken on the Competitor Classification Code.

He also announced that Dave Irish would head the US SAILING delegation to the ISAF conference in Oslo. And, he reported that several legal actions may develop with respect to protest committee or yacht club decisions.

5. The committee approved the Sanction of the Rolex Women’s Match Racing Championship at the St. Petersburg YC, as Event Grade 4, and a request by the New York Yacht Club to host the Team Racing World Championships in 2005.

6. Executive Director Craw announced that the task of reconciling the old to the
new accounting year was a considerable challenge, and that he was not able to issue a current report based on reliable figures. However, he reported that dues are ahead of budget and that expenses have been identified and accounted for accurately. Other factors contributing to the monthly report delay are the snow storm, a holiday and the external audit.

7. There was no additional Treasurer’s report.

8. Janet Baxter announced that the National Women’s Sailing Association had experienced financial problems resulting in the termination of their sole employee, who was housed in rented space at US SAILING headquarters. NWSA expects to continue to run its programs and is in discussions about other ways to coordinate its efforts with US SAILING.

9. Hortensia Hacker reported that the process for Zero Based Budgeting is in the beginning stages and that there will be further discussions on the March Strategy Meeting in Cincinnati.

10. Jim Capron presented a policy guideline for race officials at US SAILING events. The ExCom recommended forwarding the guidelines to the Championship Committee to be included in a new US SAILING Championships Manual.

11.Bruce Eissner reported that Americap was successfully implemented in this year’s Chicago-Mackinac Island Race, that it has been proposed for a new Trans-Atlantic Race. He also reported on the success of the renewed Marion/Bermuda Race.

12. Fred Hagedorn expressed his appreciation to the people who helped make the 2003 Rolex Miami OCR the largest ever with more than 500 athletes from 34 countries participating. The new US SAILING Center has been dedicated. More information about Olympic Sailing can be found on the Sailing Medallist Web Page.
