A meeting of the Executive Committee of the United States Sailing Association was held by telephone conference at 8:00 p.m. (Eastern Time) on Tuesday, January 18, 2000. President Muldoon presided, and Secretary Everingham recorded the minutes. 

1. ROLL CALL AND INTRODUCTION OF GUESTS. All members of the Executive Committee were present except Mr. Cook. Executive Director Terry Harper also was present. 

2. APPROVAL OF MINUTES. The minutes of the December 14, 1999 meeting of the Executive Committee were approved as distributed before the meeting.

3. PRESIDENT'S REMARKS. Mr. Muldoon reported on the restructuring of the relationship with MIT to formalize US SAILING’s rights to VPP data and to license those rights to the ORC. The Executive Committee authorized Mr. Muldoon to conclude an agreement with MIT and a license agreement with the ORC regarding the rights to IMS data. He will report at the February Executive Committee meeting.

4. TREASURER'S REPORT. Treasurer Lane discussed the unaudited financial statements for fiscal 1999 and the two-month period ended December 31, 1999, which were distributed to the Executive Committee by mail the week before the meeting. He reported that:

1. At the 1999 Annual General Meeting, the end-of-year projections were ($19,167) versus a budget of $115,580. The actual unaudited result is ($140,635).

2. The December 31 financial statements show ($78,655) versus a budgeted ($13,292), which is behind budget by $65,000. During the past two years, as of this date, we have been above budget by $35,000 in 1999 and by $79,000 in 1998.

3. As of this date, we have drawn down the general operating reserves by $400,000 leaving a balance of $205,000. Our line of credit of $250,000 is fully drawn down. During the past two years, no use has been made of the general operating reserves.

Mr. Muldoon asked a working party of Mr. Lane, Ms. Baxter, Mr. Cook and Mr. Everingham, in conjunction with Mr. Harper and the staff, to review these results and trends and to report its findings and recommendations to the Executive Committee at the February 15 Executive Committee meeting.

5. EXECUTIVE DIRECTOR'S REPORT. The Executive Director’s report was distributed before the meeting.

5a. Membership Report - Mr. Harper reviewed the statistical information distributed to the Executive Committee before the meeting and discussed in his report. There are variances from the prior year, but they are not alarming, in the Executive Director’s opinion.

5b. Approval of Check Signers – The Executive Committee approved Dan Nowlan, Penny Roberts and Walter Green as additional signatories on the Association’s general bank account.

5c. Staffing –Gary Viera was hired as the Event Director to replace Bill Kirk. Gary will start on January 31.

Penny Roberts will succeed Heather Godsey as Membership Director. While Heather will be moving out-of-state in a few weeks, she will continue as a full-time employee until May 1, and until that date, she will work with Penny to make the transition. The staff is conducting interviews for a replacement for the Communications position that Penny had filled.

5d. The Sailing Foundation – The Executive Committee authorized the Executive Director to reject The Sailing Foundation proposal in the December 28, 1999 letter to Mr. Harper from Tom Griffin and to require that The Sailing Foundation to remove US SAILING’s name from all of its literature.

6. UNFINISHED BUSINESS

6a. 2001 Spring Meeting – The Executive Committee approved Charlotte, North Carolina as the site of the 2001 Spring Meeting on March 14-18, 2001. Lake Norman Yacht Club will serve as host club.

6b. Prescription to IMS Regulation 305 – The Executive Committee approved the proposed US SAILING prescription to IMS Regulation 305 (Headroom & Interior Volume) set forth in ATTACHMENT 1.

6c. Website Update – Mr. Schoettle reported that the number of visits to the website was down in December, but the length of stays was up during the same period. The staff is tracking the volumes of membership acquisitions and renewals on the website. The site now has change-of-address capability.

6d. Website Domain Names – Mr. Harper will check to see if the original signed letter-agreement has been received and that the affected domain names are being registered in US SAILING’s name.

6e. Committee Appointments – The Executive Committee approved the committee appointments listed on ATTACHMENT 2.

6f. Chair Appointments – The Executive Committee approved the appointments of Dean Cady as Chair of the U.S. Singlehanded Championship (O’Day) Committee and Ralph Naranjo as Chair of the Safety at Sea Committee

7. NEW BUSINESS. There was no new business.

8. ARTICLE 14 / RRS 69 ISSUES. The Executive Committee and the Executive Director continued in executive session respecting Article 14 and RRS 69 matters.

The meeting adjourned at 9:33 p.m. (Eastern Time). The next meeting will be by telephone conference call at 8:00 p.m. (Eastern Time) on Tuesday, February 15, 2000

IMS Regulations
US Prescription for Small Boat Headroom and Interior Volume

Summary

A study (by Greg Stewart of Nelson/Marek Yacht Design) of the Internal Volume Requirements in the current Part 3 Racing Division IMS Regulations (IMS REG 305) shows that the requirements are disproportionately hard for small boats to meet, and retain an aesthetically pleasing looking cabin, in comparison to big boats. To address this disparity, and permit recent designs including the Mumm 30, Henderson 30, Melges 30, B32, and 1D35 to meet IMS Regulations, changes to the US Prescriptions for year 2000 IMS Regulations are recommended. Please note that when presented to the ITC in November of this year, they recommended additional work prior to adoption. That work has been completed and is included in our proposed prescription.

This Prescription is intended to only apply to yachts wishing to race under the Part 3 Racing Division Requirements. No alterations to the Part 4 Cruiser/racer Requirements are recommended.

The intent is to keep the requirement the same for big boats and make it more inclusive for yachts in the 8.5m AL (accommodation length) to 12m AL range where the IMS is missing the market. This can be accomplished with the proposed changes to the Interior Height (IH) formulation (IMS REG 305.2). These changes are twofold. Moving the overall length break point from 11 meters to 12 meters and revising the IH mathematics.

The proposed changes are presented below with changes underlined. If approved, there will also be a revision to the Table of Accommodations reflecting the new minimum headroom requirements.

305. Headroom & Interior Volume

The requirements for Headroom & Interior Volume respectively are mutually exclusive and one or the other, but not both, shall be applied to a yacht according to Age Date or Series Date.

Where a yacht to which the Headroom requirement applies does not meet the Headroom Minimum, but would qualify under Interior Volume, the Interior Volume method shall be applied.

Headroom. For yachts of Age Date or Series Date (whichever is earlier) prior to 1/94, Headroom shall be measured from the cabin sole to the overhead. Qualifying headroom shall not be less than the Minimum given in the Table of Accommodations and shall extend fore and aft over a length of 0.15*AL (calculated to the nearest centimetre).

Interior Volume. For yachts of Age Date or Series Date (whichever is earlier) of 1/94 or later, compliance with the provisions for Interior Volume is required.

The purpose of this requirement is to define an interior volume which is appropriate to the size of the yacht and which allows the arrangement of interior accommodations suitable for cruising, whether or not the interior is actually fully fitted for that function (see diagram).

1. Lower Reference Datum. A level datum, parallel to the waterplane in measurement trim, shall be established at a height of 0.001*AL^1.9m above the inside of the hull surface, projected if necessary, at the deepest interior fairbody section which, for this purpose, shall not be found outside the 90% IH overhead area (see 305.4 below).

Note that this level is independent of the actual height of the cabin sole.

2. Interior Height (IH) is calculated as (metres):

      For AL of 12.0m or greater:
      IH = 1.5 + 0.205*(AL-8.5)^0.5
      For AL below 12.0m:
      IH = 0.15*AL – 0.004*(12.0 – AL)^0.5

      The IH obtained from the above formula shall not be taken as more than 2.0 metres. IH shall be rounded to the nearest hundredth of a metre.

3. Overhead Area at Full Interior Height: At a height IH above the level established in 305.1 there shall not exist under the overhead a plane of length not less than 0.15*AL and area not less than 0.006*AL^2, ignoring deck beams and stringers. The aft extent of this area at the centerline shall not lie forward of a point located 0.55*LOA aft of the stem. For yachts of Age Date or Series Date (whichever is earlier) prior to 4/97, the aft extent of this area shall not lie forward of a point on the yacht’s centerline located 0.55*LOA aft of the stem.

There are no other changes to regulation 305.
