DEFINITION OF AN UMPIRE: An umpire is an individual who
knows the Racing Rules of Sailing (RRS) and Appendices C, D
and E of the RRS, the Match Race, Team Race, and
Radio-Controlled Rules. He or she must understand their
application and must be comfortable in making quick decisions
on rule infringements.
US SAILING UMPIRE CERTIFICATION QUALIFICATIONS
To be appointed a US SAILING Umpire, a candidate shall:
- * Be a member in good standing of US SAILING.
- **Attend a current US SAILING or ISAF Judges seminar and
pass the current written examination.
- * Have attended a US SAILING or ISAF Umpire Seminar
within the last four years( Not
required if an IU ).
- * Have passed a current US SAILING or ISAF Umpire
Examination within the last four years. In the event a
retest is necessary, it may be taken after an interval of
six months has passed.
- * Work a minimum of six days at three events on the
water umpiring match or team races with US SAILING Umpires
and/or ISAF International Umpires within the last four
years. A minimum of one day must be spent in both a team
race and a match race. Two events must be principal
events, or ISAF Grade 3 or above.
- Be highly recommended by at least three evaluators
certified by US SAILING. Copies of evaluations must be
sent electronically with application.
- * Own and maintain the current version of the RRS, ISAF
Match Race and ISAF Team Race Call Books, the ISAF Umpire
Manual, the US SAILING Appeals Book and the ISAF Case
Book.
- * Be willing to serve actively at US events for a
four-year term.
- * Possess "judicial temperament," have a
reputation for mature judgment and have an outstanding
reputation for integrity.
- * Be above reproach before, during and after an event;
mature and temperate, moderate in the use of alcohol,
especially careful of medications and in full control of
their faculties.
- Have served as a race official in
another capacity.
- Be an active sailor who has had racing experience.
- Be endorsed by a yacht club or local sailing
organization.
- Be a minimum of 21 years old.
- * Be willing to and be capable of submitting reports via
email.
* - required for both initial appointment and
re-appointment as an Umpire
** - required within the last 4 years for re-appointment as an
Umpire.
Certification is valid for four years pending receipt of a
report on umpiring activities each year. Umpires are required
to report their umpiring activity to US SAILING via the SOARS
system located at http://ussailing.org/raceadmin/soars.
