REGULATIONS

  1. The U.S. Department of Transportation is going to open a 90-day Public Comment Period, regarding the carriage of Inflatable PFD’s on board commercial aircraft, this once in a generation opportunity needs to be evaluated, Glenn McCarthy.
  2. ISAF, ORC and ISO, Dr. Bruce Eissner.
  3. A. Discussion on Federazione Italiana Vela’s proposal to establish Category 5.

  4. Proposed US SAILING Prescriptions to the International Sailing Federation Special regulations Governing Offshore and Oceanic Racing for 2002-2003 including US SAILING Prescriptions:

3.11 Loose lower lifelines, Ralph Naranjo.

3.25(?) SASC should consider a recommendation to Offshore Race Organizers about the use or non-use of internet weather information while racing, as well as the use of cellular phones, satellite and radio communication. The question of outside assistance versus safety, particularly with regard to accurate weather information is a difficult one, John Bonds.

3.XX (Non-Skid) Surfaces which may be stood on as hatches, portals, working deck areas, including companionways, shall have adequate non-skid characteristics or have non-skid materials applied or embedded for good footing, Ralph Naranjo.

4.07 First Aid Kit and Manual, review quality of recommended texts, Ron Trossbach.

4.10 Removal of US SAILING Prescription, Ralph Naranjo.

4.18 EPIRB's - Government is phasing out 121.5 Mhz and 204.3 Mhz monitoring.  Change "US SAILING recommends the use of 406 MHz EPIRBS..." to, "US SAILING requires the use of 406MHz EPIRBS...". Applicable to Categories 0-2, Ron Trossbach.

5.01 US SAILING prescription to require USCG Certified. Change "...meeting the definition in the above paragraph and manufactured to either British National or European Community Standards" to, "...meeting the definition above paragraph and manufactured to either Underwriters Laboratories, British National or European Community Standards", John Bonds.

6.01 US SAILING prescribes that training under this Regulation shall take place
in a program that is approved by US SAILING and that shall require a
minimum of 8 hours. Competitors who are members of other National Governing Boards shall demonstrate that they have completed such training in accordance with the requirements of those organizations, Bruce Eissner.

    should expect and Why". It's a general guide and a public service piece
    that we'd like to make available to US SAILING race inspectors and anyone
    else that it would concern, Jim O'Connor
