Secretary Report:

Submission of last meeting minutes. Motion to accept, second: unanimously approved

 Announcements from the Chairperson

1)      The USPHRF actions need to be reported thru the correct channels, this will be

defined with the new structure of US SAILING, We will update our procedure as

the new structure of US  SAILING proceeds

2)      We need to update all committee member data.

 USPHRF information on the web

1) Handicap Book

There is an intention to get the PHRF Red book on the web. As the fleet information

is updated we will also be working on uploading the data to the web site so that sailors

and PHRF’s will be able to search the USPHRF fleet data. We are also working on getting

the rig database available to USSAILING members and are working on issues associated with this.

What items should we add to the rig database?

Discussion:

We need to work on helping sailors understand PHRF and how we can help area fleets.

If we publish the red book ratings on the web we need a disclaimer about how

the ratings posted are a guide.

We need more coordination between US and Canadian sailors who are using

the USPHRF system.

Should there be PHRF endorsed certificates?  It is up to the owner to supply the

correct measurements. Perhaps as a second level of certification.

What do we do with fleets that abuse the PHRF process?

The rig database weights are not accurate

How to raise membership in US SAILING

Crew memberships

Universal memberships

There is a need to develop a USPHRF member email  list

Is there a need  for Point to point ratings

 

New boat and Handicap Change Reports

1) We need to start having electronic interim minutes 

 

USPHRF Appeal Committee: (Ansfield)

One appeal from the west coast was heard since the previous meeting.

We have one open appeal from Lake Michigan to be heard ASAP

 

KWRW & AMRW Handicap Consortia (Bingman & Collins)

ISAF activities

The Norwegian constituent’s requests that were discussed in past meeting are still on

the table with ISAF and are still an issue.

                    

Fleets size:

We now have about 52 plus fleets in the US. This is not to suggest that fleets have closed

down, many small fleets have combined. There are between 18 – 22k boats using

PHRF as its rating system. 

 

Trial Handicaps (Bingman)

USPHRF can offer to local fleet’s guidance of boats by giving trial handicap ranges.

This is very helpful with new High performance boats and also many new cruiser racers.

USPHRF can supply these numbers while still giving the local PHRF’s the ability to

still manage the numbers at a local level.

 

Handicapping Canting Keels and Moveable Ballast

This has not been a problem for USPHRF but may be a problem for RM groups similar to

when sprit boats first came on the racecourse

All committee members need to review the present documents available on the

web site and email in suggested changes.
