Competitor weighing for the YNGLING class will be done each morning of racing at Key Biscayne Yacht Club, in the Conference Room between 0800 and 1000 hours.

The Sailing Instructions have been amended as follows:
Sailing Instruction Amendment #1:
Add paragraph 17.7 which says: "On the last day of the regatta a request for
reopening a hearing shall be delivered
(a) within the protest time limit if the party
requesting reopening was informed of the
decision on the previous day;
(b) no later than 30 minutes after the party
requesting reopening was informed of the
decision on that day;
(c) no later than 30 minutes after a signal to abandon racing is displayed ashore.
This changes rule 66."
Sailing Instruction Amendment #2:
Paragraph 22.3 is replaced with: "All support personnel shall register at the Regatta Office before 0900 hours on 27 January 2004 at the US SAILING Center."

QUESTION re: Europe class rules for RRS 42.
Will the EUROPE class rule adopted at the ISAF November 2003 meeting regarding RRS 42 (rocking/ooching/pumping) be used at this regatta?
ANSWER: NO. The new rule does not come into effect until 1 March 2004

Sailing Instruction Amendment #4
For the 49er class only, Sailing Instruction Illustration B is changed so that Mark 1A (weather mark offset mark)is not a mark of the course for the 49er class.

There have been several complaints about STAR boats under sail or tow passing through fleets that are racing. Please see RRS 22.1 which says:
"If reasonably possible, a boat not racing shall not interfere with a boat that is racing."
Any boat that is underway to or from its racing area that interferes with other fleets that are racing may be protested and disqualified from its own races for breaking this rule.
