NOTICE OF RACE

2003 UNITED STATES PAN AMERICAN GAMES TRIALS

ORGANIZING AUTHORITY
This event will be organized by US SAILING and hosted by the Clearwater Yacht Club.

GOVERNING RULES
The event will be governed by the current Racing Rules of Sailing (RRS), the Prescriptions of the United States Sailing Association, the SCIRA Rules of Conduct for Sanctioned Regattas, this Notice of Race, the Sailing Instructions and any amendments thereto. The Jury shall be as defined by RRS 89(b) of the current Racing Rules of Sailing (RRS).

REGATTA SITE
Races will be sailed from the beach at the Clearwater Community Sailing Center and raced on the Gulf of Mexico.

ADVERTISING
The Regatta is designated Category A in accordance with RRS Appendices, Section II, Regulation 20.

ELIGIBILITY
Only individuals eligible to represent the United States (US citizens) in the Pan American Games are allowed to participate in the Trials. Both skipper and crew must be members of U S Sailing and the Snipe class. They may pay dues at registration. ENTRY REQUIREMENTS
Entry deadline is 1200 on Thursday March 20, 2003. Advance entries are requested (click here) and can be mailed to Yachting, Clearwater Yacht Club, 830 South Bayway Boulevard, Clearwater, FL 33767.  A regatta fee will not be charged, however, a social fee of $60 per boat will be charged at registration.

REGISTRATION
On-site registration will be held Thursday, March 20, 2003, 0900-1200 at Clearwater Community Sailing Center, 1001 Gulf Boulevard, Clearwater, Florida, 33767. This is located on Sand Key on the south side of Clearwater Pass. Boats and trailers will be stored here for the event. MEASUREMENT
Measurement will be held Thursday March 20, 2003, 0900-1700. All boats are subject to measurement at any time at the discretion of the Class or Race Committee. All boats are required to have a current class decal properly displayed.

SAILING INSTRUCTIONS
Sailing Instructions will be available during the on-site registration period.

SCHEDULE OF RACES

Friday, March 21, 2003      0900 Skippers Meeting
                                       1030 First warning signal. Subsequent races to follow.
Saturday, March 22, 2003  1000 First warning signal. Subsequent races to follow.
Sunday, March 23, 2003   1000 First warning signal. Subsequent races to follow.
                                       No warning signal will be made after 1400.

COURSES AND STARTS
The courses to be sailed are the class approved courses for sanctioned regattas as published in the current SCIRA Official Rulebook.

SCORING
The SCIRA Low Point scoring system will be used. Eight races are scheduled. Three completed races constitute a regatta.  A drop race will be permitted upon completion of six or more races. Ties will be broken as described in the SCIRA Official Rulebook.

PROPULSION
Appendix N of the RRS will apply.

SUPPORT BOATS/PERSONNEL
Coaches and other support personnel shall not enter in the racing area during the races. They must register and use the provided numbered identification flag.

DRUG TESTING
The US Anti-Doping Agency (USADA) may conduct doping control. However, all Pan Am Team Members will be subject to doping control within 120 days of the start of the Games. SOCIAL ACTIVITIES
An informal Cookout and Welcome Party is planned Thursday night and the Awards Dinner will be held Sunday evening at the Clearwater Yacht Club. The social fee for these events is described in the section covering entry requirements. Coffee and donuts will be provided Friday, Saturday and Sunday mornings at the Clearwater Community Sailing Center. Water will be provided. Lunches may be ordered at on-site registration and will be delivered to the Clearwater Community Sailing Center each morning. Participants will be provided Regatta Membership and may use the Clearwater Yacht Club facilities at any time.

PRIZES
US SAILING medals will be awarded to the top three finishers in the Pan Am Trials at Clearwater Yacht Club on Sunday evening.
