FUNDRAISING
One of the most difficult tasks facing sailors mounting an Olympic campaign is fundraising. When planning fundraising, the following rules must be observed.
U.S. Olympic Committee Logos and Trademarks:
Note that while you may use the word "Olympic" in an editorial context, i.e. in a press release on your campaign:
You may NOT use the Olympic rings in any format (black and white, color, stretched or stylized, overlapping or turned vertically). Anything that looks like the five rings is forbidden to use.
You may NOT use slogans such as Go for Gold, Quest for Gold, or Sailing for Gold.
These are registered logos and slogans of USOC. USOC has the legal right to come after any funds you may have raised using their symbols. Come up with alternative slogans such as Sailing for Sydney (already copyrighted by one sailor) or Success in Sydney, or use a philosophical mantra as your campaign motto.
US SAILING Team Logo
You may NOT use the US Sailing Team logo without the prior approval from the Olympic Sailing Committee (see US Sailing Team Mission Statement part VI B).
US SAILING FOUNDATION (USSF)
The United States Sailing Foundation (USSF) exists to promote U.S. excellence in international competition. Through the generosity of individual and organizational donors, USSF principally supports our Olympic athletes, and U.S. participation in the world championships of various international one-design classes, which serve to expand the base of our sport. In addition, support for projects developed by the Inshore, Offshore and Training Committees, and the Community Sailing Council, are made as resources permit. In 2000 USSF distributed $50,000 in grants.

SETTING UP AN ACCOUNT
Olympic Candidates
A sailor who wishes to establish an account in order to train for the 2004 Olympics must be certified as an Olympic contender by the Chairman of the US SAILING Olympic Sailing Committee. A letter of application should be sent to the committee c/o US SAILING Olympic Director, PO Box 1260, Portsmouth, RI 02871; or via email to olympics@ussailing.org. You may wish to include letters of support from appropriate members of your class organization or similar groups. You will be notified within three weeks of the action taken on your application.  Candidates must be current US SAILING members.
Paralympic Candidates
A sailor who wishes to establish an account in order to train for the 2004 Paralympics must be certified as a Paralympic contender by the Chairman of the US SAILING Committee on Sailors with Special Needs. A letter of application should be sent to the committee c/o US SAILING Olympic Director, PO Box 1260, Portsmouth, RI 02871, or via email to olympics@ussailing.org.  Please indicate the class in which you intend to compete (Sonar or 2.4 Meter) and include proof of disability and/or disability classification. You will be notified within three weeks of the action taken on your application. Candidates must be current US SAILING members.
Non-Olympic Sailors or Teams
Inshore - A sailor or team of sailors wishing to participate in an ISAF recognized international class world championship may establish an account in order to train for and attend the event. Sailors must have earned the right to sail in the championship through an elimination event or equivalent selection process -- US SAILING will verify this with your class association. A letter of application to open an account should be sent to the Inshore Committee, US SAILING, PO Box 1260, Portsmouth, RI 02871, or email Inshore Committee.
Offshore - A team of sailors wishing to attend an ORC recognized international class world championship must be specifically approved by the chairman of the Offshore Committee of US SAILING. You must have earned the right to compete in the championship through an elimination event or an equivalent selection process. Ask an official of your class association to write US SAILING in care of the Offshore Director approving your request and stating how you earned the right to compete in the championship.
Organizing Authority of an International Event:
Where a US SAILING member organization is hosting or conducting an international competition, or a competition sponsored by US SAILING the organizing authority may set up an account for donations to be used for race committee expenses, regatta management expenses (other than entertainment and prizes), transportation, charter and insurance of borrowed boats, and similar expenses.
To establish and maintain a USSF Account, you must be a current member of the United States Sailing Association (US SAILING).
DONATIONS               USSF Secure Donation form
USSF is a non-profit organization that is exempt from taxation under sections 501 (c) (3) and 501 (j) of the Internal Revenue Code. Contributions to USSF are deductible to the extent permitted under Section 170 of the Code. USSF cannot accept donations from individuals for their own campaign. In the event a contribution is restricted or could benefit a person directly related to the USSF donor, we suggest you seek the advice of tax counsel.
USSF will retain five percent (5%) of the first $100,000; four percent (4%) of $100,000 to $300,000; three percent (3%) of $300,000 to $500,000; and two percent (2%) of $500,000 and above, received on behalf of an individual or team to cover the administrative expenses incurred and to further USSF general programs. Our donor acknowledgment letters state this policy so that donors have the opportunity to request that the funds be returned to them if this policy is unacceptable.
REIMBURSABLE EXPENSES
An individual or team will be reimbursed for expenses to the extent that funds from donations (less the administrative costs) are available. A request for reimbursement or advance may be made as follows:
1. A record of actual out-of-pocket expenses must be submitted with original receipts together with a short statement of the circumstances surrounding the expenditure before claims for reimbursement can be honored.
2. As an alternative to submitting records, or actual costs, an allowance of $40 for each day absent from home will be allowed for food instead of receipts, and travel by personal vehicle shall be reimbursed at the rate allowed by the government ($.365 for 2002).
3. An air travel advance will be honored against funds available in a sailor's account. The original white "passenger coupon" attached to all airline tickets must be submitted for final settlement.
4. Cost of equipment in support of the sailor's program will be reimbursed, provided that the cost of capital equipment* purchased (not to exceed $25,000) support of the sailor's program will be reimbursed on the following terms and conditions:
a. The capital equipment shall be purchased in the name of the sailor.
b. Upon the sale or other disposition thereof by the sailor the entire proceeds of such sale or other disposition less the expenses connected therewith shall be paid to USSF to be held and credited in accordance with paragraph e.
c. The equipment shall not be sold or otherwise disposed of until the full terms of the proposed sale or disposition are submitted in writing to USSF for approval.
d. USSF shall have a right of first refusal to purchase the equipment on the same terms as those set out in any proposed sale or disposition submitted to it for approval.
e. The proceeds from the sale or other disposition of the property to any person other than USSF shall be credited to the sailor's account. If purchased by USSF then upon any subsequent sale or disposition by USSF, the proceeds shall be credited to the sailor's account.
f. The foregoing conditions shall be set out in a security agreement obtained from the USSF Administrator, which shall be executed by the sailor before any reimbursement is made for a capital expenditure.
* "Capital Equipment" is defined as equipment with a useful life of more than one year.
Personal expenses must be those of the individual or team members, not their spouses or friends. No payment will be made that will duplicate payments from other sources.
Requests for reimbursement should be sent to the US SAILING office, attention USSF Administrator.
REMNANT FUNDS
In the event that unused funds remain at the end of a campaign, the individual will be notified of the amount. The individual will have ninety days to notify USSF how the funds are to be expended.
1. Open a new account through the proper channels and deposit the money into the new account.
2. Transfer the money into the General Fund.
3. If there is no response in 90 days, the money is transferred to the General Fund.
