REY, CALIFORNIA OCTOBER 18,
2002 1. CALL TO ORDER: The meeting was called to order at 1345 on Friday, October 18, 2002. Committee Members Present: Chairman Ken Morrison, Jim Richardson, Nelson Stephenson and Talbot Wilson. Members Absent: Barry Carroll, Dobbs Davis, Don Genitempo, David Kilponen, Gene McCarthy (due to conflict with Safety at Sea Committee Meeting) Guests: Bruce Bingman (Mumm 30 Class), Larry Bulman
(IMS 50 Class), Paul Ansfield, Mark Baxter and Janet Baxter. 2. MINUTES: The minutes of the meeting of March 16, 2002 were accepted as published. 3. TEAM EVENT
REPORTS: a. ONION PATCH 2002: Talbot
Wilson reported that there were seven 3-boat teams participating in the Series
that was won by the Storm Trysail White Team of BLUE YANKEE, GOLD DIGGER and
ORION. There is consideration for changing the series format for the event in
2004 that will modify the last race in Bermuda. b. COMMODORE’S CUP 2002: Ken Morrison reported that there was no US team in the Commodore’s Cup in England this year. The event was won by a team from France. c. ROYAL HAWAIIAN CUP 2002: Ken Morrison reported that RHORC was unable to find a replacement sponsor and therefore announced cancellation of the event on April 15. There has been some interest shown by a Japanese company for sponsorship in 2004. If this sponsorship materializes, RHORC plans to organize the event in 2004. d. SARDINIA CUP 2002: Ken
Morrison reported there were 10 two-boat teams entered and the USA Team
consisting of John Coumantaros’ Farr 40 and a chartered Vismara 41 won the
event. Coumantaros was first in the Farr 40 Class and the Vismara 41 was second
in the IMS Class. This team was constituted just prior to the event. e. ADMIRAL’S CUP 2003: Ken Morrison reported that Dan Nowlan had informed him that interest is being shown by 3 yacht club teams for participation in this event next year. The information came from Steve Benjamin. If the yacht club teams materialize, we will offer them the services of our Offshore Teams Management Committee. MINUTES

informed him that the Offshore Teams World Championship for the Nation’s Cup is
very much alive. The plan at this point is to delay until September of 2004 so
as not to conflict with the Admiral’s Cup. It will go into the time slot for
the Sardinia Cup and the first two or three events will be held at Costa
Smeralda. The concept most likely will include three boat teams with a maximum
of two teams per country. A joint
committee from ISAF, ORC and the host Club will be formed to determine the
format for the event and the types of boats. A pre-notice of race is scheduled
to be published in March 2003. 6. ONE-DESIGN & LEVEL CLASS REPORTS: a. Mumm 30: Nelson Stephenson, International President of the Mumm 30 Class reported that there are currently 260 boats sailing worldwide and 12 new hulls are scheduled to be built this year. The 2002 World Championship was hosted by the Annapolis Yacht Club September 17-21 with 34 boats participating. The Italians were first and second while a Canadian boat was third. The North American circuit this year was won by the Mumm 30 INTERNET from Michigan while HOT PURSUIT from Australia was second. The Mumm 30 continues to be the boat that will be used in the Tour de Voile de France and the boat has successfully demonstrated its capability to stand up to the very rugged conditions of this series. The North American Fleet is developing a new circuit for 2003 that will end with them joining the Farr 40 Class in the Lewmar Cup in Florida. Their World Championship in 2003 will be held in Cassis, France and in 2004 in Toronto, Canada. b. 1D35: No report. c. Farr 40 OD: Jim Richardson reported that Carroll Marine has now completed 106 hulls with another 23 being produced by McConaghy in Australia and DK Composites in Malaysia. The North American Fleet has scheduled a Winter circuit for 2002-2003 and the Mediterranean Fleet has established a circuit for 2003 that will include the European Championships and the Sardinia Cup in the Fall. There are three fleets in the US, one on the East Coast, one on the West Coast and one in the Great Lakes area. The 2002 World Championship will be held in November at Paradise Island in Nassau, Bahamas and the 2003 World Championship will be held in Sardinia. The US National Championship will be held in Miami in conjunction with the Lewmar Cup and a European Championship will be held in September. The 2003 Canada’s Cup will be sailed in Farr 40s. John Calvert-Jones has retired as International Class President and Jim Richardson has been elected to the position. d. IMS 40’ Level Class: No Report. e. IMS 50’ Level Class: Larry Bulman reported that the US IMS 50 Class now has seven members and they have developed a schedule of six races that begins with the American Yacht Club series then goes to the NYYC Series. They will then plan on going South for the fall or winter. MINUTES

Morrison presented a new Terms of Reference document that has been prepared in
a standard format provided by US SAILING. The detailed information has not been
changed from the 1999 Terms of Reference approved by the Committee except the
term limits for the Committee Chair and Committee members have been brought
into line with the US SAILING By-Laws and Regulations. b. Problems with ISAF Policies: Nelson Stephenson reported that there is
growing concern among the ISAF One-Design Classes and race organizers that ISAF
is attempting to take control of all events by establishing ISAF policies that
are in conflict with Class Rules and the authority of event organizers.
Examples of the ISAF actions are the latest policies requiring the use of the
ISAF competitor classification code. This problem has been presented to the US
SAILING One-Design Class Council and they are proposing a resolution to request
that ISAF respect the authority of the one-design classes when promulgating
policies that affect the classes and the organizers of their events. Motion was made, seconded and carried to
support a proposed resolution from the ODCC
requesting that US SAILING take action demanding that ISAF respect the rights of the
One-Design Classes and organizers of international events when promulgating
their regulations. 9. ADJOURNMENT: The meeting was adjourned at 1430 hours on Friday, October 18, 2002.
