The US SAILING One-Design Class Council met at the Embassy Suites in Scottsdale, AZ on October 20, 2005. Chair Jerelyn Biehl was not present, Patty Lawrence served as Chair pro-tem and Clark Chapin functioned as Secretary. The meeting was called to order at 9:40 AM. Patty asked the members present to introduce themselves. A list of attendees is attached.
The minutes were approved as posted on the ODCC web site.
Patty discussed the awards and the December 1, 2005 date for nominations.
Clark reported on a project by Tom Kelly of Lansing, MI to generate an interactive map of one-design fleets. The map would show the location of fleets and display other information. The project will
Lee presented the membership report above. We have the potential to be back to about 150 classes this year. The members present were urged to contact one or more of the lapsed classes to urge their renewal.
Jeff reported on the C-of-C regatta. The most recent regatta was in September at Detroit’s Bayview Yacht Club. There were 32 applicants this year for the 20 slots. Four spots opened up due to Hurricane Katrina. Harry Carpenter did a yeoman’s job to keep the boats together in very windy conditions. Jeff discussed the shortcomings of the round robin format with 19 races completed in 2 ½ days. The schedule pretty much precluded any off the water discussions by the Champions. Jeff is considering changing the conditions to the event so that a collision that results in serious damage, instead of a DSQ, the score would be a DNE (Do Not Exclude). Steve Prime suggested that in the event of such a collision, a second damage deposit will be required. The Council approved the following resolution: The Council supports changes to the Championship of Champions Notice of Regatta and the Sailing Instructions to more effectively discourage collisions that result in damage. There are opportunities for hosting the regatta for 2007 and beyond.
This proposal would allow regatta organizers to charge different entry fees based upon Advertising Category, which is currently not allowed by ISAF Regulations. The Council passed a resolution opposing this proposal.
This proposal would establish a system of in-house measurement and certification of equipment, such as hulls and sails. A resolution approving this proposal in principle was defeated.
Brad described his questionnaire for classes as to their requirements and expectations on race management for their major regattas. Several additional questionnaires were distributed. The results will be presented at the One-Design Symposium in November.
The Symposium will be held November 19-20, in Annapolis. Patty described the topics, activities, and giveaways involved.
Steve Prime discussed the One-Design Insurance Program. The Council discussed ways to improve awareness among one-design sailors. Gowrie Barden & Brett advertising in class newsletters was discussed, but the margin on the program is quite small and may not justify even the advertising rates from class newsletters.
The Council passed the following resolution: The Council requests that for US SAILING Championship events, all clubs or classes participating be members of US SAILING. Exceptions may be approved by the Championships Committee.
The Council discussed a proposal to require class membership for those classes permanent with US SAILING Championships. Competitors would be required to be members of the class in which the Championship is sailed. This would only apply to classes that have a permanent relationship to the Championship, not Championships where the boats are changed each year. No decision was reached, pending further research.
The Council decided to include in next year’s membership renewal solicitation a reminder that US SAILING has the authority to limit the use of "National Championship" and may limit that to classes that are ODCC members.

The Council discussed the listing of major championships on the calendar for classes that are not US SAILING members. It was suggested that non-member classes should have a note to the effect "not a US SAILING member class" rather than not being highlighted.
The Council discussed adding features to the electronic renewal process to request information about measurers.
The Council discussed a request from an individual regarding the dangers of older, abandoned boats being a source of environmental contamination. The Council passed a motion to ask the Racing Rules Committee to consider a US SAILING Prescription to prohibit throwing trash overboard, with limitations on whether boats may protest other boats and if penalties can be less than disqualification.
