Call to Order and Introductions Bill Stump
The US SAILING One-Design Class Council met at the Benson Hotel in
Portland, OR on October 21, 2004. Chair Bill Stump was present
and Clark Chapin functioned as Secretary. The meeting was called to order
at 9:59 AM. Bill Stump asked the members present to introduce themselves.

One-Design Awards
Bill Stump described the process of award nomination and voting. Patty
Lawrence encouraged people to make nominations. We need one good
nomination letter rather than fifteen poorly written ones.
Chairman Bill Stump asked Lee Parks to look into revising the
nomination site to make it more friendly for lengthier submissions.
The deadline for nominations is 1-Dec-04. A message for the ODCC List
Server has already gone out and another one will go out before the
deadline. Additional mentions will be made in both Scuttlebutt and e-US
SAILING
Championship of Champions Jeff Johnson
Jeff described the event, which had 22 applicants for the twenty slots.
Class Associations that participate need to be US SAILING members. This
year, four or five classes were not.
An eligible competitor must be a US, North American, or World Champion.
The issues in the Championship Conditions include how to -select entrants
based upon class size (or championship regatta size). The Terms and
Conditions will be discussed in the Championships Committee meeting at
1:00 PM on Friday 22-Oct.

The Council discussed various reasons for lack of membership renewals.
Steve Prime noted the classes that are major users of the small boat
insurance program (where individual US SAILING membership, but not class
US SAILING membership is required). On Saturday, the Inshore Committee
will discuss strategies to improve class membership.
Website Clark Chapin
Clark Chapin reported on the upkeep of the ODCC web site. Dave
Rosekrans suggested that an independent site with links to the ODCC web
site might be more widely used, similar to www.sailingcourse.com.
One-Design Symposium, Newport, RI November 13-14 Patty Lawrence
Patty Lawrence and Jerelyn Biehl discussed the upcoming symposium. They
circulated the draft schedule and discussed the topics.
US SAILING Structure Tom Hubbell
Tom discussed the proposal to revise the structure of US SAILING. The
ODCC would remain critical to the success of the new US SAILING. The
Councils are places were representatives of a particular area of sailing
have their say and discuss issues. The Councils and the House of Delegates
are the areas for discussion of issues under the new structure.
The Council approved the following resolution by a vote of 11 For and 3
Opposed:
The One-Design Class Council supports referring the Structure Task
Force Report to the Bylaw Committee.
ISAF Issues Cory Sertl
Cory invited everyone to attend the ISAF Delegation meeting this
afternoon, particularly the age limit proposal and the selection of 2008
Olympic Classes. The biggest issue in play is the selection of the Womens
singlehanded dinghy. Also, USWA is discussing whether to support a new
board for 2008.
The Council approved the following resolution:
The One-Design Class Council supports the position that the issue of
age limits in World Championships is best left to the classes.

Selection of Delegates to the US SAILING Annual General Meeting
Delegates to the US SAILING Annual General Meeting were selected. The
Delegates signed a proxy that to be voted by Chair Bill Stump at the
meeting.

There was no new business.
Adjournment
The meeting was adjourned at 10:30 AM on Saturday 23-Oct-05. The next
meeting of the Council will be on Friday 1-Apr-05 at the Hyatt Regency
Hotel in Newport, RI.
