The One-Design Class Council met at the Adams Mark
Hotel in Mobile, AL on Friday March 12, 2004. Vice Chair Jerelyn Biehl
presided and Secretary Clark Chapin was present.
1 Call to Order and Introductions – Jerelyn Biehl
Vice Chair Jerelyn Biehl called the meeting to order at 9:41 AM CDT.
The members and observers present identified themselves.

The minutes from October 2003 were approved as posted on the web site.
3 Reports of Officers and Staff
3.1 Chair – Bill Stump
3.1.1 One-Design Awards
Bill Stump announced the winners of this years awards:
Leadership: David Silverman, Melbourne YC.
Regatta: Austin YC’s Easter Laser Regatta
Service: Kay Snider for her work on the Houston Ensign Fleet.
Bill discussed the various ways to generate nominations, including e-US
SAILING, the ODCC List Server, and mention is Scuttlebutt.
Bill noted that the voting process by e-mail had not worked well this
year. This year’s deadline will be 1-Dec-04 so that the voting can be
completed by about 1-Jan-05.
Stan Betts suggested a more complete explanation of the award be
included on the nomination site so that, for example, nominations for the
Club Award are instead for the individual who is the sparkplug.
3.1.2 Championship of Champions
In the absence of Roger Brown, Jerelyn Biehl reported that the event
will be held in JY-15s at Rareton YC in New Jersey on
September 29-October 2, 2004. The NOR is done and a PRO has been
chosen.
3.2 Inshore Director -- Lee Parks

The Executive Committee will divide up the lapsed classes and contact
them for renewal.
4 Sailor-Athlete Registration
– Dean Brenner
Dean Brenner spoke about the
need for sailors to register on the sailor-athlete web site. Registration
allows US SAILING to identify candidates who can fulfill the USOC mandate
of 20% athlete representation. Anyone who registers also gets to vote on
the Sailor-Athlete Board Members. The ODCC Exec Comm will assist in
further promotion to the classes.
5 US SAILING Promotion Support
Marlieke Eaton discussed the various promotional opportunities,
including e-us sailing and the event calendar.
6 Regatta Sanctioning
Lee Parks introduced a Regatta Sanctioning Proposal, which is in
Attachment 1.
7 Web Site – Patty Lawrence
7.1 Fleet building web page links
Patty discussed a proposal by North Sails to have us include links to a
fleet development page from North Sails. The Council noted that if links
were available, they should not be exclusive, i.e. any other organizations
should be included as well. Clay Mock noted that usually commercial
operations pay to display links on our site.
7.2 Home Page Visibility and Content
Patty asked for input for improvements, including links or samples from
the Class Management Handbook.
A US SAILING service that would offer both on-line registration and an
automated upload of results from widely used scoring programs was
discussed.
Dave Rosekrans suggested establishing a national ranking for each class
based upon regatta results such as is done for skiing. Such a system would
drive a lot of interest in the US SAILING web site.
7.3 New Web Liaison Needed
Patty asked for candidates to replace her as the web liaison. Clark
Chapin volunteered to replace her.
8 ODCC List-serve
Patty Lawrence noted that the One-Design list server needs some
re-invigorating. Tom Hubbell suggested publishing periodically a list of
just who is on the list serve. The regatta sanctioning proposal would
generate some discussion.
9 Power Line Safety – Joni Palmer
In Joni’s absence, Clay Mock noted the need for continuous vigilance
for power line hazards. Judges and Race Officers need to be educated to
inspect for hazards. Dave Rosekrans suggested that the Safety Committee
could draft a checklist or guidelines of what to look for.
10 US SAILING Structure – Tom Hubbell
Tom Hubbell reviewed the work thus far with the US SAILING Structure
Review Board. The process of nominating members to the new Board and the
relationship between the new "House of Delegates" and the
current voting delegates and Board of Directors was discussed.
Clay Mock pointed out that the new structure must be consistent with
the laws of the State of New York, since US SAILING is a New York
corporation.
Tom stated that the current proposal envisioned the election of the
President, Secretary, and Treasurer from the Board after the popular
election of the Board.
There will be a recommendation with much more detail at the Annual
Meeting in October. If the Board approves, the By-Law Committee will draft
the appropriate changes to the By-laws.
The Council approved the following motion:
The One-Design Class Council is in favor of restructuring toward making
the Board of Directors smaller, more efficient, and more nimble including,
in principle, the combination of the Inshore Committee and the One-Design
Class Council.
11 New Business
11.1 2004 US SAILING Special Meeting
Secretary Clark Chapin prepared a delegate signup and proxy form which
was circulated to provide delegates to the 2004 Special Meeting on
Saturday 13-Mar-04.
11.2 One-Design Symposium
The Council enthusiastically discussed ideas for the 2004 One-Design
Symposium. Joni Palmer captured the various topics that were suggested.
The tentative date is for November of 2004. One Cardinal Rule: No
meetings, just the exchange of information.
11.3 Adult Participation
Glenn Schmidt noted that the explosion of junior boats, such as the
Optimists, has led to a decline in adults because the parents were
traveling with the juniors. He asked for ideas to address that problem.
Jerelyn Biehl noted the idea of an event where the kids must skipper
and the adults or parents crew. She also noted that this is a topic that
will be addressed at the Symposium.
11.4 Athletes Right to Compete
Dave Rosekrans noted that many organizers, clubs, and classes are
creating problems for themselves in dealing with problems in violence,
alcohol, sex, and protecting an athlete’s right to compete. A series of
"guidelines for eligibility requirements for sailing in the United
States". He asked that the classes review the draft guidelines and
return comments before the Annual Meeting in October.
12 Adjournment
The meeting was adjourned at 11:00AM. The next meeting of the Inshore
Committee will be on Thursday October 20, 2004 in Portland, OR.
