III.        Open Discussion:  The meeting began with discussion and concerns that fleets/classes are dwindling and strategies that could be used to promote growth in the fleet bring new people into the sport of sailing: Visitors Day, Adult Sailing Programs, and Open Sailing Days.  We also discussed the use of waivers as a way to relieve the anxiety of boat owners who might be participating in these out-reach programs.

Charles Ivey, USW Coach to the US National Junior Sailing Team, talked about how a change in equipment to the more exciting Formula Boards has brought the juniors back into competition board sailing. The problem of dwindling fleets should be attacked as a marketing problem. 

IV.        Approval of Minutes: The minutes from March 2003 meeting were approved as amended.

V.         US SAILING Youth Multihull Championship: The 2003 US SAILING Youth Multihull Championship for the Hoyt-Jolley Cup, was held July 14, 15 and 16 at Fort Walton Yacht Club, FL. It was an Open event with 20 teams competing from three countries. This event qualifies the top US Team to the ISAF Youth Worlds, which must be citizens of the US and less than 19 years old in the year they compete. Based on these requirements, the youth team from Pensacola, Tom Fruitticher and Harry Newkirk, will represent the USA at the ISAF Worlds in Poland IN 2004.    

We wish to thank the Hobie Cat Company for supplying 10 new Hobie 16 catamarans for this round robin event. Special thanks go to Dan Mangus for all his hard work. We wish to thank Fort Walton Yacht Club for doing such a nice job.  We also want to thank the US SAILING Judges; Chuck Fuller, JC Moore and Ernie Bain for giving freely of their time.

VI.        US SAILING Youth Multihull Championship 2004: The Sea Cliff Yacht Club, Long Island, NY, will host the 2004 US SAILING Youth Multihull Championship to be held June 25, 26, and 27. We expect at least as many participants as we had this year, but we want to build on the momentum of the last event. So, Hobie Cat Company will again be supplying 10 new Hobie 16s. We will utilize as many charter boats as we can find and participants will be allowed to bring their own boats.

VII.       Fast and Fun Presentation: Art Stevens gave the committee a preview of a 7-minute Power Point  presentation, which he hopes to share with the BOD on Saturday.  It outlines a three-year plan, which will help fund the Fast and Fun outreach to At-Risk Youth, introducing thousands of kids to the sport of sailing, and also bringing new members into US SAILING. Art would like US SAILING to bring Fast and Fun into the fold. This program needs funding and staff. In the Budget, Fast and Fund shows revenue from donations.

Marina del Rey:  Most recently, Fast and Fun joined in collaboration with Fairwind Yacht Club Junior Aquatic Program, the Los Angeles Sheriff Department, and the Santa Monica Bay Sailing Foundation to offer a 4-day sailing camp experience to At-Risk Youth. This group is committed to making this a year-round community sailing program. Fast and Fun has been the catalyst used to revitalize youth training programs.

Fort Walton Yacht Club: In 2001, their youth training program had fallen apart. With the impetus of the Fast and Fun Program behind them and our assistance, Sherri and Darin Cook trained seven Level I Instructors, enrolled 100 youth in their training program, and reached out to 300 children in the first year.

Fast and Fun fits well with community sailing programs. Where Fast and Fun has been introduced, we have seen a revitalization of youth training programs:

Community Sailing Center:  Barb and Chip Short of Clearwater, FL. worked with the Multihull Council to rehabilitate a dilapidated section of beach by turning it into a Community Sailing Center. A partnership has developed to help them instruct children using the US SAILING Certified Instructor Program.

Lake Coeur d’Alene: We took Fast and Fun to Lake Coeur d’Alene in Idaho for 3 days and introduced 300 children to the joy of multihull sailing.  It was a boost they needed.

Sail Sand Point: We took Fast and Fun to Sand
Point Magnuson Park, Seattle in 2002, introducing 400 children to sailing. This led to the donation of 2 Hobie Waves.

In 2003, Caleb Tarleton took the concept one step further.  Art Stevens was able to get the equipment to Sand Point one week before the Fast and Fun Program so that the Hobie Waves could be used in the Sail Sand Point Youth Multihull Sail Camp.  In addition, Peter Nelson conducted a very successful Hobie Cat 101 and 102 Course to introduce sailors to Multihull sailing and expand their sailing experience.

On the following weekend, the Fast and Fun Program introduced sailing children from Big Brothers and Big Sisters, Community for Youth, Friends of the Children, and the Cub Scouts to the joy of sailing.
