MULTIHULL COUNCIL MEETING
March 19, 1999 - Dallas, Texas
Present: Gordon Isco, Arthur Stevens, Deborah Schaefer, William Doelger, Mark Hansen,
Darline Hobock, Rich Brew, Kirt Simmons
1. Minutes from the 1998 AGM Multihull Council were approved
2. REPORTS: The Portsmouth Committee has added Bob Curry and Alan Maguire to replace
Rob Stout and John Suares. They are exploring the problem of "one design"
spinnakers that are increasing in area, modifications to Farrier boats, and allowances for
over- and under-weight crews. Still collecting data on the new generation of A-Class
boats.
The Offshore Committee is attempting to implement an enhancement to rating system
called PHRF Plus which takes wind conditions into consideration.
The ISAF report is attached.
Mark Hansen will write an article for the American Sailor regarding
integration with the local sailing/yacht clubs and associations.
3. OLD BUSINESS: The new web provider was approved by the Board of Directors. This will
allow the Committees and Councils to post information directly to their own web page.
Darline Hobock will be the Councils liaison to the web.
4. NEW BUSINESS: Mark Hansen was appointed chairman of the nominating committee.
A recommendation was given to the Portsmouth Committee to reinstate the use of brackets
and parentheses to designate the different level of data points.
A recommendation was given to the Alter Cup Committee to clarify the eligibility
requirements in the 2000/2001 regs as follows: Boats with Portsmouth numbers in brackets
or parentheses will not be allowed to enter the Area Eliminations. (This was mandated in
the 1989 meeting.)
Informational Note: Portsmouth numbers with brackets have 0-4 data points, numbers with
parentheses have 5-14 data points. Data points are counted per boat per race. For example,
if a boat sails in a 5 race regatta it would receive 5 data points.
Therefore it is imperative for a new design to compete and send the results to the
Portsmouth Committee to establish a rating if they wish to compete in the Alter Cup.
5. Discussion: The possbility of a "one of a kind" regatta was brought up.

ACTION ITEMS: The Board of Directors has a proposed bylaws amendment to bring US
SAILING into compliance with the NGB regulations. The Council will vote in favor of the
amendment. The Chairman will use his discretion on any other resolutions that may arise at
the Sunday board meeting
REPORTS: Darline Hobock reported that renewals are coming in through the Golden Anchor
Program. She also noted that the Hobie Class Assn. and NACRA have been very helpful in
publishing the Golden Anchor application in their newsletters.
The Alter Cup Committee voted to limit the eligibility to enter the Area eliminations
to boats that do not have Portsmouth numbers with brackets or parentheses. They also voted
to reduce the slots for the rotating classes from 2 to 1 and increase the slots for
petition from 2 to 3. The 200/2001 finals are tentatively scheduled to be held on Hobie
20s at Alamitos Bay.
There has been additional donations to the Hoyt-Jolley Multihull Fund from the
Hoyt-Jolley Foundation and the membership.
DISCUSSION: Richard Hughes from the Sailors with Special Needs Committee questioned the
involvement of the Trapseat organization with the Council. Trapseat has not been in
contact with the Council and is apparently not affiliated with US SAILING.
The idea of establishing a program to get young sailors into multihulls was discussed.
We will investigate the possibility of obtaining boats and integrating with some of the
youth programs that are already in place such as the Junior Olympics. A working party
consisting of Gordon Isco, Arthur Stevens, Rich Brew, Mark Hansen and Kirt Simmons was
formed to develop a program and business plan.
