REPORT

Agenda Items Discussed:

1.  Introductions 

The delegates and observers introduced themselves.

 

2.  ISAF Mid Year Meeting

The Mid Year Meeting will be held in Vienna, Austria May 2-5, 2002.  Delegation members who will attend have made all necessary arrangements.  Significant issues likely to be discussed are the process for selecting Olympic equipment and events, and the merger of ISAF and ORC.

 

3. ISAF Annual Meeting

The Annual Meeting will be held in Cyprus November 8 - 16, 2002. The Delegation Hotel will be the Mediterranean Beach Hotel. Information was circulated to all present members. Dave Irish has agreed to serve as Delegation Chair for this meeting as Charley Cook (and delegation member Jim Capron) will be in Auckland serving as umpires for the Louis Vuitton. Charley Cook will consult with Dave Rosekrans and the Canadian Yachting Association regarding a substitute Council member.

 

4. Offshore Report

John Osmond, Jim Muldoon, Bruce Eissner, and Jack Caldwell reviewed the status of negotiations between ISAF and ORC. Jim Muldoon and Jack Caldwell will attend a working party meeting in England later this month. It is expected that the working party will prepare a final draft structure for consideration at the ISAF Mid Year Meeting.

 

5. Olympic Equipment Selection

ISAF President Paul Henderson has publicized his views on Equipment Selection procedures, equipment, etc. The Events committee of ISAF has formed a working party to draft policies on this procedure. The Events Committee recognizes that reform is necessary. A draft paper proposing a new process will be presented at the Mid Year Meeting in Vienna. Hal Haenel will offer comments in advance to the working party preparing the paper and will attend the Events Committee meeting in Vienna. After the meeting, OSC will evaluate the need, if any, to prepare a submission on the same subject for consideration at the ISAF Annual Meeting.

 

6. Submission Regarding Rule 69.2

A draft submission regarding Racing rule 69.2 was circulated. Barbara Farquhar explained that in her role as a member of the ISAF Review Board it has been observed that some MNAs provide insufficient notice of hearings resulting from reports of discipline under Racing Rule 69.1. This is not an issue in the United States since Article 14 includes notice requirements. Charley Cook asked the Rules Committee and the Race Administration Committee review the drafts and present a final version by June, 2002 for review and approval by the Executive Committee. The final submission would then be presented to ISAF in advance of the August 1, 2002 deadline.

 

7. Submission Regarding Reporting Committees

This submission was sent to ISAF for consideration at the Mid Year Meeting in Vienna. The rational for its urgency, which is required for a submission to be considered at the Mid Year Meeting, is being drafted for submission to ISAF. It is hoped that the submission would be in effect for the Annual Meeting in November.

 

8. Mid Year Meeting 2004

San Diego YC will host the ISAF Mid Year meeting in 2004. Betty Sherman was introduced to the Delegation, as she is the event organizer. US SAILING is pleased that this important meeting will be held in the US.

 

9. Open

Katie Richardson reported on her meetings with the United States Anti-Doping Agency (USADA) and drug testing conducted by the World Anti-Doping Agency (WADA) prior to and during the Rolex Miami OCR. US SAILING has arranged with USADA to test only self-declared elite athletes. WADA makes no distinction between elite and non-elite athletes. WADA contracted with USADA to conduct the testing in accordance with WADA guidelines. Katie Richardson and Fred Hagedorn reported that ISAF President Paul Henderson has indicated that he will ask WADA to limit testing to self-declared athletes similar to the system in the United States.

US SAILING has asked USADA to serve as the "Relevant Medical Authority" provided for in the ISAF Anti-Doping Code. USADA will respond to Katie Richardson, who will then advise the OSC and the Athlete Advisory Council.
