Call to Order and Introductions – Tom Hubbell

Tom Hubbell called the meeting to order. Those present introduced themselves.

October 2002 Minutes -- Clark Chapin

The minutes of the 19-Oct-02 meeting were approved as posted on the Committee website.

Seamanship Initiative

Tom Hubbell presented a PowerPoint slideshow promoting the US SAILING Seamanship Seminar. The Committee discussed contents and recommended the use of a DVD format as being inexpensive and not able to be copied. The Committee consensus was to take the awareness package, shrink it, and send it to various sailing organizations to see if they’re interested in the longer version in a DVD format with voice-over. The comments and ideas are contained in Attachment 1.

Reports of Officers and Staff

Chair -- Tom Hubbell

Sportsmanship Video

There has been no progress to date and depends upon sponsorship. Commercial rates are about $1,500 per minute so that a 30-minute video would cost $200-250k.

Secretary/Web Liaison -- Clark Chapin

Clark had no specific report.

Inshore Director -- Lee Parks

Lee had no specific report.

Issues

ISAF Issues

Ding Schoonmaker reported on progress at ISAF regarding the equipment rules of sailing and the ISAF imposed fees on new boats. The autonomy of non-International classes will remain, with the exception of the Olympic classes. The other issues from last October were defeated or diluted.

Racing Rules Issues

Ted Beier reported on topics from the Rules Committee. Discussions were centered on revisions to rule 26 (starting), rule 16.2 (anti-hunting), and rule 42 (kinetics).

One-Design Class Council

Patty Lawrence reported on the activities of the ODCC. The salient activity is a revision to the One-Design Award process and an upcoming survey of the one-design classes.

Adjournment

The meeting was adjourned at 2:30PM. The next meeting of the Committee is on Saturday October 18, in St. Louis.

Additional Content:

Boathandling-Picking up a mooring or docking.
Coming alongside another boat.
Man overboard
Deciding who takes the helm if the skipper goes overboard.

Clothing

Equipment (anchors. Anchor and chain?)

Attitude

Outside help

What to do when you get to shore.

Medical personnel and equipment.

CPR training.

Safety at the club level (as opposed to individual). Abandoning a race when the safety boats can’t keep up with the number of capsized.

Incorporate ideas or material from the College Sailing Safety Manual at Collegesailing.org..

A powerboat training course is available.

Weather awareness.

Format:

Reach a lot of people inexpensively and quickly to create the demand for a larger seminar.

A two-hour presentation would make it widely accessible.

A video format is easier to distribute than a PowerPoint show that requires a portable projector. A DVD would not be copyable and would be cheaper to produce than a video.

Take the awareness package, shrink it, send it to folks to see if they’re interested in the longer version in a DVD format with voice-over.
