SAILING INSTRUCTIONS
(Template for Area Eliminations)
 

1       Rules – The Regatta will be governed by the 2005-2008 Racing Rules of Sailing, the Prescriptions of US SAILING, the Notice of Race, the Championship Conditions, these Sailing Instructions and, for the Area Eliminations, by each competing boat’s own One Design Class Rules, except as any of these are modified by the Sailing Instructions. This regatta is designated Category A per ISAF Advertising Code, Regulation 20.

2          Eligibility and Entry

2.1     All competitors MUST be current members of US SAILING. Dues can be accepted with registration at the Area Elimination or, for teams selected by invitation or petition, by the deadline for National Championship registration. Competitors may enter and compete as a helmsman in only one Area Elimination and only in the Elimination for the Area in which they reside or regularly compete.

2.2     Each Area Elimination is open to all single or multi-crew catamarans under 22 feet in length with a current US SAILING Portsmouth number. Boats with Provisional Portsmouth handicaps (e.g., those with brackets [ ] or parentheses ( ) around their rating), are ineligible to compete in Area Eliminations. Only boats in their original One-Design configuration are eligible. Modifications requiring Portsmouth “modification factors” are not allowed.

2.3      The official Entry Form must be used at all levels of the ladder.

3          Notice to Competitors

         Notices to competitors will be posted on the official regatta notice board(s) located ____________________________________.

4          Changes in Sailing Instructions

         Any change in these Sailing Instructions will be posted before _____ hours on the day it will take effect, except that any change in the schedule of races will be posted by ______ hours on the day before it will take effect.

5          Signals Made Ashore

5.1      Signals made ashore will be displayed from ______________________.

5.2      Flag AP Answering Pennant with two sounds (one sound when lowered) means “The race is postponed, do not leave the shore.” The time of the warning signal may be posted before the lowering of the AP.

5.3      Flag B fully hoisted with one sound means “Protest time has begun.” When lowered, it means “Protest time has ended.”

6          Number and Schedule of Races

6.1      Area Elimination – ___ races scheduled.

6.2      The race committee will post the planned schedule of races and the warning time for the first race of the day no later than ____ hours of the day before. Boats shall be ready to leave the shore for the starting area at least 10 minutes before the announced warning time.

6.3      Area Elimination – Minimum of three (3) races to constitute a regatta.

7          Racing Area

         The racing area will be shown by Illustration A or as briefed.

8          Course

8.1      The diagram(s) in Illustration B show the available course(s).

8.2      If the race committee utilizes a course with gates, boats shall sail between the two gate marks from the direction of the last mark, rounding to either port or starboard.

9          Marks

9.1      Marks A, B, C, and G will be _________________________________________.

9.2      New marks, when used in accordance with Sailing Instruction 12, Change of Course after the Start, will be _______________________________________________________.

9.3      The starting and finishing marks are described in Instructions 10 and 13.

10       Start

10.1    Races will be started in accordance with RRS 26.

10.2    The starting line will be between a staff displaying an orange flag or shape on the race committee boat at the _________ end and the _________ end starting mark.

11       Recalls

11.1    Individual recalls will be signaled in accordance with RRS 29.2.

11.2    General recalls will be signaled in accordance with RRS 29.3.

12       Changes of Course After the Start

12.1    Changing the course after the start will be in accordance with RRS 32.2 & 33.

12.2    If there is a subsequent change of course to the previously changed mark in the same race, it will be replaced with the original mark.

13       The Finish

         The finishing line will be between a staff displaying an orange flag or shape on the race committee boat at the _________ end and the __________ end finishing mark.

14       Time Limit

14.1    The time limit for the first yacht to finish will be ________ hours.

14.2    Yachts failing to finish within ________ after the first yacht finishes will be scored “Did Not Finish.”

14.3    If a yacht is in last place in a race and is delaying the next start, the race committee may order the race terminated and score the yacht points equal to last place. This changes RRS 35.

15       Retirement

         A yacht that retires from a race is asked to notify a race committee boat before leaving the race area. If that is impossible, then immediately after arriving ashore, the competitor shall notify a regatta representative.

16       Protests

16.1    Protests shall be written on forms available at _______________________ and lodged there within ____ minutes after the race committee signal boat docks.

16.2    The jury will hear protests approximately in the order received.

16.3    Protest notices will be posted within 30 minutes of the protest time limit to inform competitors where and when there is a hearing in which they are parties to a protest or named as witnesses. Such postings constitute notification of the parties as required by RRS 63.2, and no signal will be made for this notice.

17       Alternative Penalties

            The penalty for breaking a rule of Part 2 while racing shall be a 360° turn, which shall include one tack and one gybe. This changes RRS 44.1 and 44.2.

18       Scoring

18.1    The wind-related Portsmouth Rating System will be used in scoring the Area Elimination. The Low-Point Scoring System, RRS A4.1 of the racing rules, will apply. Each boat’s worst score shall be excluded in accordance with the limitations set forth in RRS A2, except there shall be no throw outs if all teams have not sailed at least four races each.

18.2    Ties will be broken in accordance with RRS A8.

19.2    Illustration B – Courses

19.3   The National Authority provides recommended examples of Illustrations A and B as a convenience. Local Authorities may utilize illustrations, course layouts, and courses appropriate to their venue.
