Zero Based Budgeting (ZBB) Process
Background
Funding for US SAILING comes from its membership, program revenues, and some donations. Until the levels and composition of said funding sources change, most programs must break-even or generate a surplus. Events and programs are in different life cycles that might require seed funding, be at break-even, or generate surplus cash flow that may be used for other programs. The purpose of the ZBB process is to analyze each, their stage and agree on its funding., It is our objective to use ZBB to review and prioritize US SAILING’S programs in support of its mission. Promising new events are encouraged if they are structured to meet the mission.
MISSION: The mission of the organization is clearly defined:
To encourage participation and promote excellence in sailing and racing in the United States
This is the single guiding principle for all programs. It unifies our actions and programs into a cohesive whole. All programs must support said mission directly.
