SASC meeting was called to order at 2:40 p.m. by Chair Bill Munster.

Working
Group 1 – Special Regulations
-
Four
submissions from US SAILING to ISAF were discussed.
Two had no action; one which would have required a crotch
or thigh straps on PFDs was postponed pending further research by
Chuck Hawley; and the submission which added the requirement to
replace rope lanyards securing lifelines at least annual was
approved.

Working
Group 2 – Education / SAS Seminars
-
Since
2003, when US SAILING took over the SAS Seminars from Cruising
World, we have sponsored 9 to 10 seminars per year and have issued
certificates to 1100 in 2003, 1500 in 2004, and 800 in 2005 with 5
seminars to go.

Our
goal is to promote our “US SAILING prescribed one-day course and
let sailing schools offer the complete curriculum per Appendix G.

Sheila
McCurdy will lead the effort to produce a US SAILING SAS
Certification booklet and recover the cost from seminar
registration fees.

Working
Group 3 – Inspection
-
We
will standardize our inspection forms using the last Bermuda Race
as a model.

Working
Group 4 – Hanson Rescue Medals
-
Paul
Miller will replace Dan Doyle to verify and compile rescue data
pursuant to the awards.

Working
Group 5 – Research
-
Chuck
Hawley, through West marine is conducting Crew Overboard Trials in
San Francisco, August 8th and 9th.

Paul
Miller will be conducting further research on lifelines and
pulpits.

John
Bonds proposed reducing flare requirements aboard boats with
EPIRBs and PLDs (Personal Locator Devices).
Chuck Hawley will research the issue further.

Jim
Muldoon reported a grant pending at the Coast Guard for US SAILING
to gather safety at sea information and boating accident data
nationwide into one repository.

Paul
Miller will organize an Appendix K review committee.
