CALL TO ORDER - Ron Trossbach

  1. Committee Membership review - Ron Trossbach (Fred Horwitz, and Cai Svendsen were recognized for their long dedicated service).
  2. Contemplated abandoning one meeting per year and conduct business via email or via a conference call, Chair Trossbach will study prior to the Spring 2004 meeting.

EDUCATIONAL

  1. Inshore Safety Program Status - No Report.
  2. Publication review (Hypothermia Card, First Aid Book, Safety Recm's Booklet) -  Work in progress.
  3. Interactive Safety Training - there is a plan to request USCG funding along with the training committee to develop a product.
  4. SAS Seminar Administration - US SAILING will take over the administration of Safety at Sea Seminar from Cruising World.  ISAF is requiring US SAILING to approve safety education programs that meet SR 6.01.  US SAILING is to track the people who have completed the education for a period of 5 years.  Costs for this operation will include advertising, publications, supplies, phone calls, interfacing with seminar organizers by providing planning packages, seeing that the seminar dates are included in the advertisements, scheduling of shipping of publications, paying for advertising copy set-up, merging participant lists with Section 6 of the Special Regulations five-year tracking database, preparing, issuing and mailing certificates of completion, correcting seminar organizer omissions and name typo's and staff time.  Revenue is needed by US SAILING to cover the expenses.  There will be a fee, per attendee, for the seminars to cover US SAILING's expense as determined by the Executive Director.
  5. Take the 13 topics of 6.01, and create a Slide Show for use at SAS Seminars - Working Party: Chuck Hawley chair, Talbot Wilson, Dan Doyle, Jim O'Connor, Ron Trossbach, Rush Hambelton, Hal Sutphen and Ralph Naranjo.
  6. SAS Seminar Curriculum Status -  Ron is updating the planning document, with collaboration with the US SAILING staff so sponsorship obligations are being fulfilled.

STUDIES

  1. Review the status of the study involving the use of Man Overboard Modules, Horseshoe Liferings, Strobe Lights, Drogues, etc.  -  Seattle had nice weather this summer, which is contrary to what is needed for the study.  They wish to test the devices in winds at least 15-20 MPH.   A more expansive report is expected in Spring 2004.
  2. Overhead Power lines - we are aware of one fatality this year.   Working party: Dan van Heeckeren chair and Dan Mangus from Hobie.
  3. Pulpit and Lifelines Study - The United State Naval Academy hopes to attain funding for Phase 2 and begin within one year.  The Europeans (ISO) are beginning to examine this topic.
  4. Interpreting Data on Overboard Reports, John Rousmaniere.

STANDARDS

  1. MOB maneuver diagram plots - No report.
  2. Category V implementation - No report.
  3. RRS 1.1 - A question was brought up about the wording of RRS 1.1.  The US SAILING Appeals Committee has made a decision (interpretation), which will be available once it is published.
  4. Category 1 Inspection, it would be beneficial to create a slide show to show people how to comply with the 10 most difficult SRs to pass an inspection. Working Party: Chuck Hawley chair, Dan Doyle, Ron Trossbach, and Bill Barton.
  5. 2004-2005 ISAF Special Regulations Publication Plans - When the ISAF meeting concludes in November, the text files will be forwarded to US SAILING, Ron Trossbach will insert the US SAILING Prescriptions, US SAILING will print them and make them available in March 2004.
  6. SR 6.01:

Motion to extend the existing Hands-on 6.01 US SAILING prescription to the 2004-2005 Special Regulations:

Each skipper in a category 0 or 1 race shall ensure that a minimum of 30 percent of the crew have been trained in the use of the boat's equipment, including: liferafts and lifejackets; communications; pyrotechnics; and EPIRBs; and fire prevention and fire fighting.  A record of this training shall be kept aboard the boat in a manner similar to that required for certifying man-overboard training.

NEW BUSINESS

  1. Do bow and stern rudder (Canard) type steering systems meet the SR's for alternate steering?  The committee believes that if the two rudders can be operated independently, it should suffice.  Meeting a race requirement is left to the organizing authority.
  2. Crew Award (volunteer or staff member award) - Discussed.
  3. Hanson Report - This year, the number of nominations is down slightly.
  4. Web Report - A review of the entire site was made to remove outdated information.  The site continues to draw more people.  User Sessions increase 33% over a year ago.
  5. New PFD manufacturers brochure circulated.
