US SAILING MULTIHULL CHAMPIONSHIP 2002/2003
AREA K QUALIFYING REGATTA
NOTICE OF RACE

Carlyle Sailing Association, Inc. – Carlyle, IL (near St. Louis, MO)
September 28-29, 2002

1. RULES
1.1 This Area Elimination, as well as the National Championship, will be governed by the 2001-2004 ISAF Racing Rules of Sailing (RRS); the Prescriptions of US SAILING; the US SAILING Multihull Championship Conditions; and the US SAILING Multihull Championship Sailing Instructions, and for the Area Elimination, by each boat’s own One-Design Class Rules, and for the National Championship, by the rules of the class of the boat selected, except as any of these are modified by the Sailing Instructions. Local authorities of hosting organizations may modify the Sailing Instructions as appropriate to their venue.

1.2 The US SAILING Alter Cup Committee administers this Championship. The Area Representatives, whose names are listed in this Notice, are responsible for coordinating their respective Area Championships.

1.3 SORRY, NO PETS OR CAMPING PERMITTED ON CSA GROUNDS. YOU CAN CAMP IN HAZLET STATE PARK LESS THAN AN 1/8 OF A MILE FROM SITE.

2. ALTERATIONS OF RACING RULES
The RRS, including penalties for breaking a rule, may be modified in accordance with RRS 86.1(a) and 86.1(b) for this event as described in the Sailing Instructions.

3.
ADVERTISING
This regatta is designated Category C in accordance with ISAF Advertising Code, Regulation 20.

4. ELIGIBILITY AND ENTRY
4.1 All skippers MUST be members of US SAILING. Dues can be accepted with registration at the Area Elimination. Competitors may participate as a helmsman in only one Area Elimination and only in the elimination for the area in which they reside or regularly compete. No two competitors may sail together in more than one Area Elimination. Any exception shall be granted at the discretion of the Alter Cup Committee.

4.2 Each Area Elimination is open to all single or multi-crew catamarans under 22 feet in length having a current US SAILING Portsmouth number. Boats with Provisional Portsmouth handicaps, e.g., those with brackets [ ] or parentheses ( ) around their rating, are ineligible to compete in Area Eliminations. Only boats in their original One-Design configuration are eligible. Modifications requiring Portsmouth “correction factors” are not allowed.

4.3 The Official Entry Form must be used at all event levels.

SCHEDULE OF EVENTS
5.1 The Area K Qualifier – September 28-29, 2002.

Saturday
Registration 7-9am
Skippers meeting 9:30am
Warning signal 10:30am
Race 1 and possibly more dependent on wind.
Lunch
Continue Races up to three dependent on wind.

Sunday
Warning signal 9am on the water
Up to 3 races could be sailed for a total maximum of 7 races.

6. FEES
Entry in the qualifying event per team is $45 for double-handed boats and $35 for single-handed boats. Breakfast, Lunch, and Dinner on Saturday and Breakfast and Lunch on Sunday are included. Non-sailor package which includes meals is available for $10. We will not have t-shirts for this event.

7.
MEASUREMENT
Measurement is not required. Each team is responsible for insuring that the boat they sail in the Area Elimination is in compliance with its class rules.

8.
SAILING INSTRUCTIONS
Available at the time of registration.

9.
LOCATION
Carlyle Sailing Association, Carlyle, IL. located in Hazlet State Park, approximately six miles north of Carlyle, Illinois, off Rte 127. From I-70 take Rte 127 south approx. 15 miles to Hazlet State Park entrance.

10.
COURSES
Variations of triangle and/or windward-leeward courses as described in the Sailing Instructions.

11.
SCORING
Scoring shall be the Low Point scoring system in accordance with RRS 88.3 and RRS Appendix A.

12.
DECISIONS OF THE JURY
Decisions of the jury at the Area Elimination will not be subject to appeal, in accordance with RRS 70.4(a) and 70.4(b).

13.
PRIZES
Prizes for 1st thru 5th place will be awarded. The qualified winning team of the Area K Qualifying Regatta shall be eligible to compete in the 2003 National Championship for the Alter Cup.
