US SAILING CHAMPIONSHIP CONDITIONS FOR MEN’S SAILING CHAMPIONSHIP AND ITS ELIMINATIONS

 

1.    CONDITIONS AND SAILING INSTRUCTIONS

1.1    These Conditions and the Championship Sailing Instructions shall apply to all levels of the ladder Championships.  The Championship Sailing Instructions are suggested for application at all levels. Modification of the Championship Sailing Instructions may be made as deemed necessary with the approval of the appropriate local association, area, or national chairman.  A Notice of Race shall be issued by the host club for each level of the championship. This Championship is for men only, as helmsman, at all levels women may be members of the crew.

1.2    The Notice of Race, the Conditions, the Sailing Instructions and entry forms for the area and final champ­ionships will be provided to Association secretaries, event coordinators and Championship committee members by US SAILING. 

 

2.      PURPOSE AND SELECTION PROCESS – Area level

2.1    The purpose of this event is to select the U.S. Men’s Sailing Championship team.

2.2    The selection process for competitors shall be by sailing elimination ladder events progressing from the club level through Association, Area competition, and to the National Championship.

2.3    In addition an “Open Event” may be conducted for a Semi Final Elimination to select an entry from an Area that has not completed a quarter final. The number of entries and Class of boat designation (BYOB) is at the discretion of the Area. Only one entry may advance from this competition.

2.4    Some entries may be selected by resume, but only after each Area has had its opportunity to send a finalist from the ladder eliminations. Resumes may be submitted by those who may not have won the elimination of his/her Area. Resumes will only be accepted to fill open slots after entries from Paragraph 2.2, 2.3, and 2.5 have been accepted.

2.5   The winner from the previous year competition will be given an automatic entry into the succeeding year of competition subject to space available in an eleven boat field.

 

3.0.   EVENT FORMATS/NUMBER OF RACES – National Championship

3.1  Events will be based on one of the following formats, with the National Event format determined by the Championship Chairman. Para. 3.3A is the preferred format for events at the National Championship level.

3.2   Should conditions make it impossible to complete an event in accordance with a chosen format, the event results will be determined on the number of completed races. The Protest Committee, in accordance with Condition 8.1, will make the determination.

3.3      A.    Round Robin - Each entry sails each boat once to complete the event.

B.   Boat Drawn - The number of races sailed equals the number of days scheduled for racing, times three, with boats drawn for each race.

C.   Bring and Sail your Own Boat - The number of races sailed equals the number of boats entered times two, with a maximum of ten races in the event.

3.3.4     Should conditions make it impossible to complete an event in accordance with a chosen format, the event will be determined on the number of completed races.  The Protest Committee, in accordance with Condition 8.1, will make the determination.

 

3.4.0      HELMSMEN, CREWS, ALTERNATES, SUBSTITUTES -

4.1    The helmsman of an advancing team shall be the same person at all events.   The crew of an advancing entry may change after each event, provided the new crew principally resides in, competes in, and is a member of a Club, Yacht Club, or Community Sailing Program within the same Regional Sailing Association (RSA) as the RSA of the helmsman at the time the helmsman first entered the Ladder Championship, and complies with all other entry requirements.  The crew must be listed on the event Entry Form prior to the event. 

        

 4.2   One alternate may be listed on the Entry Form for each event, and may replace a listed crew member with approval of the Organizing Authority or Chairman of that event.  The alternate will replace the listed crew member in all remaining races of the event.  In an emergency, the Protest Committee may grant the use of a substitute crew.

 

4.3    National Championship: In the event an entry from a particular Area has not been received or a letter from the Area Coordinator committing to an entry at the national event has not been received by the host club’s posted dead line for the event, the host chairman shall then notify the national chairman. In this case, a sub-committee of the Men’s Championship may appoint a team(s) by resume from any geographical Area. The sub-committee will be appointed by the Championship Chairman. Resumes shall be submitted to the Area Representatives who shall then make the submission to the National Chairman. Other than as set forth herein, there shall be one entry from an area in the national event.

 

5.      BOATS AND EQUIPMENT

5.1    Boats - When provided at a ladder event shall not be modified except as stated in the Notice of Race and the Sailing Instructions of that event.

5.2    Equipment - Brought aboard a boat by an entry during an event:

A.   Mandatory equipment items - one PFD/lifejacket (no “Fanny Packs”),with whistle attached for each member of the crew approved by the U.S. Coast Guard or the Canadian Department of Transport, depending on event location for each member of an entry.

B.   Optional equipment items permitted - Compass, flags, sponge, bailer, bucket, normally equipped ditty bag, personal effects. “VHF” radios are allowed on boats for the purpose of communication from the race committee. Electronic equipment that could aid the performance of the boat will not be allowed on board. Example: Compasses that compute headers and lifts, GPS, Cell phones, other items as deemed in appropriate by the Protest Committee.

C.  No assurance is made as to the availability of any items in paragraph B on site. 

 

6.      Regatta Report Form – The Regatta Report Form is available at the US SAILING Men’s Championship website:

        The use of the Regatta Report Form for association events is mandatory. Copies must be forwarded to LizWalker@USSAILING.ORG , Bill Ross wbross1@windstream.net , Anne McCormick (San Francisco YC)  Race@sfyc.org  .

 

7.      FEES

7.1    ENTRY

A.   Club Level Event - Shall be determined by each host club.

B.   Association and Area Level Events - Shall not exceed the fee indicated for the National Event.

C.   National Championship - Shall be as listed in the Notice of Race.

7.2    FEES TO NATIONAL CHAMPIONSHIP - The Entry Fee for the entrants going to the National Championship shall be paid from the monies collected at the Area level or as determined by the Sailing Association Notice of Race of the event to which it will apply. Entry fees for entries by resume shall be paid by the individual or the Area Sailing Association.

7.3    Resume submissions shall be accompanied by a $50.00, “Submission Fee,” payable to US SAILING. Such fee is non refundable in the event the applicant fails to be accepted to the competition by the Selection Committee

7.4    BORROWED BOAT INSURANCE, DAMAGE DEPOSITS AND LIABILITY INSURANCE - Fees are in addition to entry fee(s) and are the responsibility of the entrant.

7. 5    HOST CLUB - Fees may be assessed at any event level and are the responsibility of the entrant.  The Host Club Fee shall be listed in the Notice of Race for each level of the championship. 

 

8.      PROTEST COMMITTEE  (AUTHORITY AND SELECTION)

8.1    AUTHORITY - One or more US SAILING certified judge(s) should be present at all races of an event. The organizing authority may request the Protest Committee to assume certain responsibilities with respect to each event.  No person may serve as a member of the protest committee or as the principal race officer at an event in which any competitor in the event is a close relative. At the national level, If an event is to be terminated prior to completion of scheduled races the Protest Committee, and the National Chairman shall so decide.

[For the purpose of this policy the term "close relative" is defined as an individual related to another person or the person's spouse within the third degree. This includes parents, grandparents, great‑grandparents, siblings, children, grandchildren, great-grandchildren, spouses and close relatives of spouses including step‑ or in‑law relatives.]

8.2    SELECTION

A.   Club and Association level events - The Association shall be responsible for selecting the Protest Committee.

B.   Area level events - The Area Representatives, after conferring with any Area coordinating group shall be responsible for selecting the Protest Committee.

C.   National event - Shall be selected by the Championship Chairman.

 

9.      RACE COMMITTEE - The race committee, according to US SAILING guidelines, at all event levels shall be appointed by the Club or Association hosting the event. The Principal Race Officer appointment, at the national level, shall be Certified as a Regional, National, or International Race Officer by US SAILING or the ISAF in the case of international certification, and with approval of the national chairman.

 

10.     POWERLINE HAZARDS - US SAILING Regulation 10.02 requires that US SAILING Championships at all levels be held at sites free of power line hazards in any area.

 

11.    SCORING - The Low Point Scoring System, Appendix A-2 of the Racing Rules, shall apply at all levels of this championship,, except that each boat’s  total score will be the sum of her scores for all races further modified as follows:  At any level of competition, ties which cannot be broken under the provisions of Appendix A‑2‑2.3 shall preferably be decided in a single sail‑off race between the tied crews in the two or more boats which the series has demonstrated to be the most evenly matched.  The boats so selected shall be drawn by lot.  If, in the opinion of the Protest Committee, conditions do not permit a sail‑off race, the tie shall be decided in favor of the crew which beat the other(s) in the last completed race of the series.  Request for redress as a result of break‑down will be handled in accordance with special instructions found in the sailing instructions. 

 

12.     PRIZES - US SAILING perpetual trophies and keeper medals are awarded to winning entry at the National Championship. At all other event levels, the number and style of awards will be determined by the Event Chairman in concurrence with the Area Representative.  The US SAILING Trophy Program has prizes available for awards. 

 

13.    PFDs (US SAILING regulation 10D) - All competitors in US SAILING championships at all levels shall wear, while on the water, a U.S. Coast Guard (or Canadian) approved PFD, except where the ORC regulations apply with whistle attached.
